The decade just prior to the start of World War II saw major advances in two different areas of atmospheric studies, climatology and cloud physics. As in the previous three decades, European scientists led in theoretical and empirical atmospheric research. In the United States, weather forecasting continued to be meteorology's focus. Although the U.S. Weather Bureau finally introduced Bergen School methods into its forecasting repertoire, consistent underfunding precluded an active research program. As the decade closed, once again a nonmeteorologist raised the possibility that industrialization was changing the global climate—a little-understood scientific issue that would become more controversial throughout the century.
