As pollution levels increase with the use of fossil fuels (emissions from industrial smokestacks and exhaust from cars), ozone concentrations at the Earth's surface increase. Increased concentrations are unhealthy for the growth of plants and may limit the growth of crops. Because ozone will be working against the growth of vegetation, the IPCC has postulated that any increase in CO2 that may initially benefit the growth of crops will be negatively offset by the emission of ozone.
