Challenges to Effective Biodiversity Conservation

Five specific problems challenge conservation of threatened and endangered species on a global basis: the legal framework; horizontal and vertical administration; financial resources and incentives; human resources and training; and value conflicts. These challenges affect all countries but are particularly serious in economically developing countries. For this reason, most of the discussion below concerns China, a mega-diversity country with problems in species preservation like those of most LDCs.
