Target Setting

Targets can be set only from a position of knowledge on actual performance at every ECC, based on measured data. During the initial three to six months pilot-run, some errors may be detected and corrected, people will get into the routine of continuous performance monitoring, and base line data for all ECCs will be accumulated. This data will be used to determine the individual performance targets for each ECC. New skills developed in training should be applied during this period by regularly recording, monitoring and interpreting data on energy and environmental performance.

With an operational PMsS in place, it becomes possible to establish targets for all performance indicators related to various energy types used (electricity, gas, fuel, ...), resources consumed (raw material, water, ...) and environmental impacts generated (waste, air emissions, effluents, ...). The given targets must be explained to the workforce affected, and accepted by them. Example target setting procedures are illustrated in Box 5.10 and Box 5.11.

Just to remind ourselves, the performance indicators should always be related to the environmental parameters, energy and resources used to measure production output. Therefore, when more than one product is being produced at ECC, then separate performance indicators and related targets have to be defined for each of the product types. The PMsS data recording system will distinguish data according to product change cycles, so that only the performance data representing certain product types are grouped and analyzed together.

With targets set, accountability established and PMsS in place and operational, we can start the continuous process of performance improvement through an effective operation of EEMS.
