Therefore, ECC teams may need intensive external support during that period until they develop confidence that the system works well and that their 'reading' of performance data is correct.

Regular and prompt feedback from top management will be essential for developing staff confidence and motivation for a continuous search for performance improvement. A structured way of reporting should be introduced in order to facilitate communication between management and EEC teams. An example form in Box 5.12 ties together all the EEMS operational issues:
