Working out the legal approach

The most relevant considerations for the legal approach are the binding nature of the law and the criteria for justice under the law. The first question is, 'Who is responsible for the problem for which a legal solution needs to be found?' (See also Chapter 5 for the responsibilities of households and Chapter 6 for the responsibilities of local authorities.) From an intersectoral perspective, the following three legal items are crucial:

1. instruments and norms

2. compliance and enforcement

3. public participation and legal protection.
